first, some waste paper processing enterprises, especially packaging carton manufacturing enterprises, have the phenomenon of "active counterfeiting". In the name of improving the strength of the carton, cement and other irrelevant heavy objects are mixed into the core paper layer of the packaging carton to increase the weight of the packaging carton to seek illegal interests. Such behavior will directly affect the use value of cartons, undermine the market trading atmosphere, and damage the rights and interests of consumers. It will also lead to a significant reduction in the recycling value of waste paper. If this kind of waste paper enters the production line of subsequent resource utilization enterprises, it will cause loss of its production equipment and make waste paper processing enterprises miserable. The increase of impurities such as unusable waste residue increases the pressure on the treatment and disposal of back-end solid waste, and the disposal methods of incineration and landfill increase the impact on the atmospheric environment, land resources and other aspects

second, the recycling process is not standardized and the supervision is not in place, and adulteration occurs from time to time. The main body of waste paper recycling in China is mainly composed of scavengers, individual traders and small recycling stations, which is difficult to form a system for management. On the one hand, driven by interests, some scavengers and traders will adulterate, water and adulterate recycled waste paper to increase the weight of waste paper. This bad atmosphere has even become a hidden rule of the industry. This is not conducive to the subsequent sorting and processing of waste paper, but also greatly affects the quality and recycling value of waste paper. On the other hand, due to the high adulteration of waste paper in all links and the lack of relevant environmental protection measures at most recycling and packaging sites in the city, non-standard recycling also produces secondary pollution of wastewater and solid waste, which has an adverse impact on the ecological environment of surrounding cities

at this stage, China's waste paper classification and recycling system has not been established and improved, and the tightening of imported waste paper raw materials has also led to the shortage of raw materials in China's waste paper industry. In this context, if we do not stop and crack down on the adulteration and counterfeiting chaos in the process of waste paper recycling in China in time, it will not only affect the quality of waste paper, cause a waste of valuable waste paper resources, and increase the burden on the ecological environment, but also run counter to the construction goal of "waste reduction and recycling" of waste free cities in China, which hinders the development of the construction of "waste free cities"

in order to improve the quality and efficiency of waste paper recycling and promote the benign development of waste paper recycling industry in China, the author suggests that we should start from the whole process of waste paper processing, production, circulation and recycling, work together with multiple departments to crack down on the adulteration of waste paper, promote the circular and efficient utilization of waste paper resources, increase the capacity of resources and reduce the pressure of the environment

The competent department of commerce should strengthen the daily supervision of various waste recycling and packaging sites, strengthen the cleaning and rectification of non-standard recycling and packaging sites, and give priority to supporting the development of formal waste recycling enterprises. The competent department of ecological environment should continue to promote the environmental protection inspection of the waste paper processing and utilization industry, and clean up and rectify all kinds of "messy and dirty" paper enterprises; In addition, urban waste recycling sites can be included in the scope of environmental supervision to strengthen the inspection of their adulteration and secondary pollution

The packaging paper industry should adhere to the concept of recycling and low carbon, vigorously promote green packaging, improve the recycling and regeneration efficiency of packaging paper products, and take the road of sustainable development. For China's current packaging cardboard and carton product standards, we should study and increase carton material requirements (such as multiple materials should be easy to separate), recycling performance, recyclability and other indicators, and put an end to the emergence of "cement carton" and other fake and inferior products that are not conducive to resource recycling
